adjusting rear shocks

Hi,

I bought a 1996 Savage with the shocks on the factory-adjusted level (I think it's #2?). I rotated the shock with screwdriver to the highest position, until it fell back to #1. The problem is, it seems that I can't get the setting back to #2 because hole is all the way facing the rear of the bike (so I can't rotate it clockwise anymore) and I can't seem to rotate the shock counter-clockwise. A mechanic told me that I need to remove the whole shock, rotate everything 180 degrees, and reinstall it. Is this true?
